I literally want to add one soundtrack to a resource pack and have people downloaded so that they can use it for a mini game. Many more sounds as well. It is an addition to the default sounds not a replacement. But I don't want people to be stuck there waiting for 10 seconds for the resource pack to load. That is ridiculous. Is there anyway to have it so that the resource pack caches properly answer the the whole world does not need a rear-ender just for a few sounds every single time?

In order to use custom textures/sounds with texture pack Minecraft first needs to load them. That's happening during post-initialization process. And when you load Minecraft with default texture pack you need to repeat whole process for your resource pack. So the only way to speed it up is to have faster pc / less resources to load (but in that case I'm not sure how it works in vanilla)
