The best way to make a COMPLETE pack is: 1. Download 7-Zip
2. Open Minecraft 3. Go to options-resource pack-open resource pack folder
4. Go back a level to get to the .Minecraft folder
5. Click versions
6. Right click the version you're making a pack for 7. Click open with 8. Open with 7-Zip
9. Copy the assets folder 10. Follow the below mentioned Gamepedia tutorial, but instead of creating a new assets folder, use the one you copied.

I assume you meant resourcepack, and you are using 1.12
There is a tutorial for that:
minecraft.gamepedia.com/Tutorials/Creating_a_resource_pack
First, go to ".minecraft" folder and go to the "resourcepacks" folder. If you want to do it easily: Options -> Resource Packs... -> Open resource pack folder
Create a folder there and name it whatever you want it to be
Create pack.mcmeta and copy paste the code in that link
Create your own icon (optional)
Create the folder "assets" and then "minecraft"
Then create your own resource pack from there by changing the textures. You can check the names of the folders needed and the file names of each texture in your minecraft jar file which is found in .minecraft\versions\(version number) for me. The jar file can be opened with winRAR and you can just copy everything from there and edit the textures.
If your question is about how to make a good texture pack though... I can't help...

To clarify, in the pack.mcmeta, create a .txt(plain text) file, paste in the code, and then rename it from pack.txt to pack.mcmeta.
