ok I've seen many texture packs in my time, an i wanted to try and make one, but dont know how. sources i have found say to use 7Zip, but i dont know how to install that... could someone help me? please?

7Zip is what you'll need to put your resource pack into a zip file. This is the final step in making a resource pack.
There are many programs you can use to create the textures themselves, which are just images. A good, simple one is Paint.net, but the only important thing is that your program of choice has a binary brush that allows you to manipulate individual pixels. This is also called a pixel art brush or an aliased brush.

What i need is HOW to get the java textures. what do i use to get those?

Go to .minecraft/versions/<version>/ and open <version>.jar with 7-zip via context menu
