I personally use Gimp.
It is a very powerful tool with capabilities close to what you could achive with photoshop. The downside is that it requires some time to get used to the wide array of functions. But once you master this program there are literally no limits to your creativity
Also I found the Minecraft Texturepack Editor to be a very helpful tool especially because you can link external Image editors (alike Gimp) to it.

GIMP is free as well and i prefer it better then paint because it has more tools

As I say this would be true, but I am a great worker with Paint.Net and I don't want to start a war of GIMP v Paint.Net but Paint.Net seems to be simpler to use for beginners then if they want to be advance they can move up to GIMP. Also Paint.Net has Plugins which you can download over at the Paint.Net website. I don't know if GIMP has plugins to because I was confused on how to use GIMP and so I deleted it.
I would just say get Paint.Net and GIMP and see which one you like better.

i think theres a mod for it, i think it is called texture pack creator, i could be wrong though
