a outright war server is a server intended for the utter destruction of the other faction(s)
a few criteria are
1. only admins can make factions
2.once you have created the spawn and the faction bases, strip creative mode from your admins, and if you want to make a serious "out right war server" you strip all admins of there powers, so they are only the mod of there faction and that is it
3. when a faction is disbanded, you reward eahc player who was not on that faction
4. the survivors of the faction can either join another faction or play as "rouges" who's only goal is to survive
5. you can still have creative on your server, just don't have factions without admins
