Nuclear Winter Lost Plugin, (Is it Do-able?)

So, I posted a blog on a Mod/Plugin that was lost about 6-8 months ago.
I posted a Blog on it's FULL features, planned or done.

The Full features to it, I have not heard of our coder "Lloyd" in months.
If it can be done in some way, I want to know, I want to finish this great project.
But a question I have, is the world preset selector (Found In World Change Features) possible?
If someone does dare to make it, it'd be amazing.
