Its definately possible, start out with having 4 models elsewhere in each rotation. also build a second propeller top in a different oreintation so when its working it looks like it is spinning. Then you want to look up and understand how to use /clone and some of its data tags like "move". Then make sure there is a + of space inside(1 block from the space the pilot will sit is how large). Then you have to set up a scoreboard to track if the player is shifting, and if he/she is jumping. Also you will need one to check if they are useing it, I think the easyest way is to have a scoreboard checking if they placed a lever, then one to see if the destroyed it. From the command block testing the placed lever have a comparator output that starts a clock testing if the player broke the lever. When the player breaks the lever, the second will activate the comparator and then have a command block remove the score from both scoreboards.
