The plans of the Soviet-era — an emphasis on preserving the center and shifting construction to the outskirts of the city.

1935 - Master Plan for the Development of Leningrad (by L.A. Ilin and V.A. Vitman), remade in 1939.
1948 - Master Plan for the Restoration and Development of Leningrad.
