The two tracks, fire and ice, are timed to reach the top at exactly the same time (if you do not touch any keys).  You can test it by placing two villagers in minecarts.   
 
Press the button to send them on their way. Keep equidistant from both villagers, from the depths to the heights, and you will see how they reach the top at exactly the same time, bump, and come to a stop. 

 

Therefore, the winner is determined completely by skill!  You can push your opponent out of the way at the top, including the fun of bumper cars in this race!
