is the sand so it will launch the sand with the TNT so ittl destroy underwater bases?

if you are talking about the sand in the tnt loader...that is for the pistons to push so that you can keep reloading because you wouldnt be able to if you shot once because then the pistons wouldnt be able to reach anything.
