This is Blue Oak from the pokemon games, mainly this one is a Pokepasta rendition of Blue, namely; Blue Tears, for those who don't know, Blue Tears is a pokepasta, where Blue goes to Johto, on top of Mt. Silver to... "Finish" whatever beef he had with Red, and well, if you want more information check out it's wiki.
