The author of the original skin, Derpy Whale, was DuskSoldier. As you can see in the comments below, he does not mind that this user 'remixed' his skin. As such, this submission will be permitted to stand.

Most authors are not so forgiving, and I encourage you to report any other skins that you recognize as remixed, copied, or stolen in the future so that they may be investigated properly.

Underneath the 'download' button and skin stats, to the right of the description, is a flag button. Pressing that initiates a report.

Please select the appropriate report reason and if the work is reported as stolen, also include a link to the original that was copied in your report.
