Nichijou is a Japanese comedy manga by Keiichi Arawi animationalized by Kyoto Animation. I personally think it is one of the funniest animes I have ever seen, and the characters are quite lovable. Anyways, this is Yuko Aioi who is one of the main protagonists in the series, in her school winter uniform.
