You should make wither skeleton skulls and bones on netherrack or nether bricks.

Wither Skeletons are likely to exist in only Nether Fortresses and I can't make them appear in only fortresses as they would appear in every nether bircks regardless of their location which makes it to be in contradiction to possible Minecraft lores

This has nothing to do with OptiFine. I just changed the stone model. Same logic with bushy leaves or 3D resource packs
