To get a texture pack, you need to first download whatever pack you'd like. Open the folder that has the pack in it. Next, open "Run" (search it in Start). Do not close the folder you opened with the texture pack in it. Type in "%appdata%". Run it and open the folder called "Roaming", then open the folder in Roaming called ".minecraft". Open the folder called "texture packs".

Next, re-open the folder with the texture pack in it. There are several ways to do this.

1. Copy the texture pack and paste it into the texture pack folder.
   
2. Cut the texture pack from the folder and paste it into the texture pack folder.
   
3. Drag the texture pack into the texture pack folder.
