Inside the minecraft folder, create a folder with the name optifine and then create a emissive.properties inside the folder.
Inside the emissive.properties folder, you will put this text:
suffix.emissive=_e
Then you make two textures, one for the block and another for the glowing parts of the block.
Name the texture for the block "name of the block".png and the texture for the glowing parts "name of the block"_e.png
If you do all this and use Optifine or Continuity, the blocks will glow.
(for the "name of the block"_e.png, delete every part you don't want to glow and leave only the parts you want to glow)
