That is not the Peruvian flag that is the Austrian flag.

This is absolutely the (civil) flag of Peru. The flag of Austria has long, horizontal stripes. When flags are hung in a vertical position the hoist side goes on top.

I will never understand how so many people don't realize that swapping the long and short sides ruins the design... You obviously need to rotate the flag when making it into a banner, and this was done correctly.
