because it's a combination of the flag of the dutch house of orange and the united kingdom of britain because new york state's main founding ethnities/nationalities are the dutch and the british. this flag uses the flags of both the UK and the Netherlands at the time of the founding of New York. this is not my design, simply something I found that has been proposed in the past.
