So I recently got the 1.4 snapshot, and Decided to post my overall opinion about it. Here-We-Go.
At first I was skeptical about yet another Jeb update. (I believe he is ruining the concept of Minecraft), However once I got over my initial disgust, I actually realized I enjoyed some of the upcoming things in 1.4. Mostly the blocks, such as Cobble walls, and Corner Stairs.

Corner Stairs - I have been raging for so long, that Corner Stairs do not exist. No longer will we have to create ugly slab corners, we can now have perfect CORNER STAIRS.
Cobble Walls - I realized around 2 minutes in, that cobble walls are actually just re-skinned fences. If you notice, they have the same overall structure, and the same height. However I enjoy them because they really do help with Medieval style builds, and for fortifications against monsters.
Commands Blocks - Ugh. I am very skeptical about this idea, players on a server could honestly abuse this so easily. For adventure maps, Its an okay concept, but ONLY adventure maps.
Monster Gear - Really Jeb? Monsters with enchanted gear? Sure, better drops, but it yet again enhances the game with a Role-play feel. (I believe Jeb is turning Minecraft from a Survival based game, into a Skyrim wanna-be game.) I mean honestly...
Beacons - Worst idea since Pokemon fucked with Ashes voice. What is the point of potions, if you are just going to make beacons with the same affects? And don't even get me started about the Multiplayer implications. No more Legit pvp huh?

You don't role-play at all in Minecraft unless you want to :/
Also, for command blocks, I think only Ops are able to get them in Multi-Player.
And thank you, I didn't know about the Op thing in multiplayer.
