Most Endermen do have a way of teleporting while escaping but they can't do much against a Weeping Angel when it strikes. The possibility of an Enderman defeating this guy or picking up a block which could be a Weeping Angel's head would be less than 1/4 in estimate. With those odds, a Weeping Angel will most likely take down an Enderman, though with MineCraft's current physics, Endermen don't blink or quickly lose interest when stared at. So if this happens it would be an infinite wait until something disturbs one of the two and they begin to fight.

imma say........that the weeping angel has to move around but the enderman can keep teleling away well the weeping angel has to walk so id say Enderman cuz the angel being stone dont count as looking but the enderman can look at the angel or just tp so Enderman besides he has a demesion ha can go to when the weeping angel needs the player to make the end portal complete to get there. so Enderman for sure
