First off mine down to bedrock. you need to claim a 3 by 3 grid of chunks. Next you need to line the full outer edges of the internal chunk with personal safes. At the top end of your base you need to create a sealed off floor 2 blocks tall to prevent the lava teleporting glitch.
The next step is you need to line the base with any block to make the walls 2 blocks thick. You can have this 16 by 16 base go from bedrock to high limit or stop near ground level. if you want to get a little bit of extra room you can actual have the personal safes in unclaimed territory if they still use the same locking mechanism as back in Tekkit.

go to bedrock clame chunk/ make a outer layer on the boundarys of the chunk out of personal safes when flore is roof is made put a small flore with 2 places to stand at the top preventing lava glitch outside of walls safes inside reinforced stone preventing ender pearl glitch its as easy as that !
