Hopefully this blog will help you fellow minecraftians out there in the process of creating your own awesome texture pack!

To create a custom pack, the files you wish to modify can be downloaded here. After you have extracted the files you want to edit from the supplied download, you must then edit them with any image editing program that can read/write the PNG file format and handle transparency. A good starter choice is the free Paint.net, i personally suggest (and use) Gimp. Edit each PNG file as desired, using the alpha layer to trim away transparent parts. Save the PNGs as 32 bits, to preserve this transparency layer. When your done editing the textures, drag the edited files/folders into a separate .ZIP folder/file and your done!

For a complete list of files you can edit, go to this thread.

If your having trouble with depicting what textures are what, check out the title pic!

I has paint.NET which is free.

You can resize images with it but when I do that to terrain it makes it a little blurry.
