Posting timing:
Bump your server submission every day! I have seen most players join my server when I bump the submission around 7:00pm-9:00pm. You may also post when there are a high amount of players on your server at that moment. That indicates that many Minecraft players are playing Minecraft (If you know what I am saying). If you sometimes have 15 people on at once but only three or four are online when you are thinking about posting, do not post! Post when you have a decent amount of players on the server at that time! Trust me this helps a lot.
Server stability:
This is an important oneo ¦ Make sure your server can handle a large amount of players joining at once. I sometimes have about four or five people join in a couple of seconds. You must make sure that server will not crash! If it does, you must find out your peak of players and set that as your max players.
Server lag:
I know this is a huge problem. I just recently found out how to get rid of lag. You need to increase your RAM. If you have 4 GB of RAM (3.75 usable), then go into your server start batch. Instead of what it usually is, put -Xms1548M. Remember this is only for 4 GB of RAM (3.75 usable)! If you have more or less RAM, comment below, and I will reply telling you the amount to allocate. Also, avoid running many programs at once. This will improve a lot lag that other people may get, as well as you. Restart your server every day to clear up lag.
Server activities:
This is an important issue. If you plan to make a server, do not make it simply one activity. Survival servers are great, but when that is all you can do, that will not get many players to join. For example, my server started as simple creative Plotme. I have started to include many other activities (Survival, Creative, Skyblock, Capture the flag, Spleef, Parkour, Hunger games, and zombie survival). Make sure these server activities were installed correctly and will actually make people have an interest in playing them.
Server advertisement:
This is another big one. I would recommend making a moving GIF banner in GIMP or Photoshop. There are tutorials online for more information on how to do so. Make your banner stand out from other banners. Do not be the server with no banner! No one will join except griefers and hackers because it will be easy to target. Post in several areas on the web like the Minecraft Forums. Definitely post here on Planet Minecraft because it seems to work the best. Tell many people about your server. You should ask people to review your server or you can review it yourself. In your Planet Minecraft post, you should have the rules. You should have a video and several pictures. I would recommend not talking like a noob (Example: join this server now 4 free diamonds everyone get 4 gold on join).

Anyhow, I do these suggestions currently and can't seem to really get players. My server is a faction PVP server.
If so, PM me your plugin list so I may be available to identify the cause.
