need art program

i need a good but free art program to make texture packs; because the one i currently have is a piece of crap!
so if you know any art programs that are any good please put a download link or the name of the program.
if the art program works i will give you a diamond and a few comments on all of your work.
if you have any questions i will answer them as soon as possible!
i really want to help people by making texture packs but i cant cuz no one is helpin me so plz help me!!
