They very rarely spawn naturally (Same rates per ghast as baby zombie, but ghasts are rarer), but you can summon them in using the following command:
/summon ghast ~ ~ ~ {Tags:[replacewithbaby]}
They drift around aimlessly, when they see you, they turn angry and start summoning fireballs to attack you, they rarely do much damage, but they set the floor ablaze and are super hard to hit.
