It will work without this datapack but you need to summon some area_effect_cloud with SAC_Claim_Spot tag to work.
What it does this datapack? Prevent structure damage from Creepers, Ravagers and Withers if they are near a Claim, setting on false the MobGrienfing rule and reverting on true if they are not loaded or near a claim.
Moreover, this datapack kill tnts, tnt in minecart and end crystall near a claim, so with this datapack you will know that nothing can destroy your claim, only who have your Claim ID.
What is different from have MobGriefing simply on false? With MobGrienfing on false villager farms are not able to work. Also, this datapack work only near area effect clouds, so if there are no 1 area effect cloud mobgriefing will not be set False ever, with that you can protect from explosion and these sorta of mobs some area of world.
