This mod actually has a multiple phase system so he is not stagnant it is not like those crappy horror mods where he appears once and just chases you instantly. Rather he slowly gets closer the more you encounter him. At first not even showing his true form hiding behind other creatures. Until later becoming confident enough to appear right behind you..
