This datapack will summon an ender dragon on whichever player touches a grass block. Also, I equipped the ender dragon with some enchantments, and made it persistent, meaning the ender dragon will keep chasing you.
Oh, and general warning. Do NOT start the datapack during the world creation process.
Datapacks set like that are automatically loaded, meaning if you spawn in the world on a grass block, well, say goodnight. I recommend making a world, and changing the spawn point to something other than on grass, that way, people won't instantly die or get in a death loop.

You can enable a datapack in the world settings, just don't set the spawn point on grass
Also, here's some tips
1. Ender Dragons only spawn IF the block directly below you is grass. Even if you're on a slab, it won't spawn an ender dragon unless it's directly below you.
2. Avoid the ground and make artificial paths. The ground is your enemy here, try staying higher up so you won't accidently fall on the grass. Artificial paths, made from things like cobblestone, planks, etc. is a huge help also.
3. Water, lakes, and oceans are your friends. Water is a great way to get around without touching grass. Remember, only the block DIRECTLY BELOW YOU will spawn ender dragons
