  1. Put down a dispenser wherever you want, facing wherever you want
  2. Put an item frame on it wherever you want it to be
  3. Put an experience bottle in it
  4. Enjoy easy experience

Have you tried to activate it via the /function command or the /reload command?
Also make sure you use a dispenser and not a dropper like the rest of the packs.
