Renewable Netherite Upgrade (Balanced)

This simple datapack
- Adds 1 recipe to craft Netherite Upgrade
- Doesn't completely remove the challenge from obtaining Netherite Upgrades
- Doesn't remove the original Netherite Upgrade recipe, still possible to craft with 7 Diamonds & 1 Netherrack.

For players who
- Agree with the exploration challenge to "find" the first Netherite Upgrade
- Disagree with the non-renewable "diamond sink" use of Netherite Upgrade

The recipe shape resembles the vanilla game but uses different materials
- Obsidian: Renewable with lava / bartering, also takes some time to mine or set up gold/bartering farm. Somewhat makes sense to include in the recipe because Netherite is "tough".
- Nether Star: Renewable and farmable, quite time consuming to obtain in small quantities but possible to setup automatic farms. Adds another use to defeating the Wither boss other than Beacons.

Making a wither skeleton farm is more fun than strip mining 1000 blocks.
