*His abilities are:-
-Bone Throw
-Chrono Kinesis(Time stop)
-Gaster Blaster
-Block(Summons a Giant Gaster Blaster skull to block attacks)
-Blue Magic(Used to push away, or freeze enemies in place)
Sans now has an Ultimate ability.
-Special Attack(Ultimate Ability) //Watch the youtube video, it's really cool
Sans Stopping Time does rub some people the wrong way, but there is evidence of him stopping time in Undertale:-
-He stops time in the bar when talking about echo flowers.
-He stops time during the boss fight to set up various attacks.
Resource pack is not required but it does make the experience better

into the datapacks folder
All you have to do is extract the file.
Open the extracted folder and copy the data folder and the other file back into the zip file root.
