The developers have limited this datapack functionality, which modifies game parameters, to a safe mod. To bypass this, use the /datapack enable "datapack name" command in-game

You can search the internet for a workaround, but from my experience, I can say that unfortunately, this is impossible to get around; the developers themselves decided to impose such restrictions.
