    How does it work?

    when you have the doll in main hand all you need to do is to right click then will kill selected target(s)

    How do I obtain this item

    in a crafting bench you put the following
    nether wart
    wheat
    fermented spider eye
    ender pearl

    For those that want to obtain this item in creative put this command in chat
    give @s minecraft:carrot_on_a_stick{CustomModelData:53402,doll:1b,display:{Name:'{"text":"Voodoo Doll"}',Lore:['{"text":"Tags an entity then when ready kills entity"}']}}

    imagine posting a datapack and not looking at the comments or even being on planet minecraft for several days like you implied earlier.

    you should make the voodoo dolls instead make the target take a good amount of damage rather than just instantly killing it. You could also make it so the voodoo doll can do different things to the target depending on what you do to the voodoo doll. For example, you could make it so if you drop it in fire, (you might need to make it be something netherite rather than a carrot on a stick) it will set the target on fire too.
