Well I use openCanvas lite cause it came with my Bamboo, but I don't know how much that costs. I've heard of a few but never use them.. Heres a few:
Paint Tool SAI, Corel painter essentials 4 (that one is a bit buggy), Gimp.. Thats about it.. Hope it helps

Paint.net = More basic.
Gimp = More advanced.

I have gimp People have told me it's "too simple" but, Idk :p
I would recommend the program Gimp. It's similar to photoshop but its free. Paint.net is pretty good aswell.
I Agree, I Use Gimp And I Like It, It May Be Simple, But IT Is A Great Free Program!
