Woahwoahwoah this is superb! And I have feedback, but it's everything people have said above. Keep up the good work, as this is fantastic for a first-time digital art chibi. :3

I think the body has to be more smoother. But I guess this is a great start.
Shapes are your best friend here. Everything is made of a shape or a bundle of them.

Lol. I don't know what I was trying to do there lol.

The cheeks are TOO red, and a little too noticeable. It looks like she got jacked in the face twice XD

Its a great start, but, the colors don't really go together, no offense, but the eyes kinda look weird, so with the blush. ^^;;

I really like it! However I have a few recommendations:

Make your lines thinner and softer, a very dark blue colour can also work very nicely for lines instead of black. The shading needs to be harder and more solid looking. The linework could be a little smoother, especially around the bottom of the head.

soften the edges and the colors are weird

Looks great! But something about the colors seem a bit off.

She looks like she has a rash on her face
Make the body smaller
Add more white to the eyes

It's a good start, in chibi making. Better than my attempts anyway, but the colours in some parts clash and are not nice on the eyes. Also the shading isn't consistent, when shading you need a light source. It's pretty hard to get the hang of though...

Pretty good, but it doesn't really go together.
