Basically the only way to level up is to post submissions. Although leveling up isn't everything, it still serves as one way to show the quality of your work.

Well some people don't use the forums and they won't be able to see your project
That and these projects become linked to your profile so you get the exp and views after you post on the forum. This way people don't have to search through threads to find your builds.
