How to use /testfor command for number of players

How to use /testfor command for number of players??? ive tried /testfor @a[c=3]
whatever i did, the comparator after that just keeps lightning up. even after i tried @a[c=0]. Please help me! thx~!

The command block will output a signal based on the number of players that fit the command, so if you make your redstone line require a signal strength of 3 to trigger your next command block/ whatever you need to power then you will be able to test for 3 players.
