Playsound not working in snapshots?

I've been having difficulty with the playsound command for a while, especially with the 1.9 snapshots. I typed this command into a command block in 1.8.8:
/playsound @a fire.fire
It worked perfectly and I was able to hear the sound of fire crackling, but when I loaded the world in a snapshot and tried powering the command block, I heard nothing. I checked the command block, and it said it had just played the sound fire.fire - so the command isn't broken. Has anyone else had this problem?
