Is there a way to execute multiple commands for one(1) random player?

You'll need four command blocks and 1 scoreboard objective(/scoreboard objectives add random dummy)The first command block executes this command:

/scoreboard players add @r random 1

Then the next two commands activate on a delay from the first from a repeater. These would be the two effects that you want. In fact, you could have an unlimited amount of effects here.

/effect @p[score_random_min=1] (whatever effect you want here)

Then the last command block needs to be powered last of all.

/scoreboard players set @a random 0
