Actually Touhou really originated from a bullet hell game. The creator never made any anime/ mangas of any kind in his franchise but all the Touhou things you see like merchandise, the animated series, costumes, etc etc.
(That might've swayed you into thinking that it was an anime since some fans animated some short videos basing on its lore and then some streaming websites got a hold of it thinking it was an exotic anime series again.)
They're all 100% fan made by some really supportive fans who held the game pretty dear to the heart.
Think of the pokemon series. Like Nintendo only made the games for people to play.
They never made any shirts, toys, tv show of any sort.
And then you look to the other side and you see all these fans that loved the game start making these really awesome works of art, keychains, clothes, handmade plushies; all because they loved the game and that they either respect it or held it close to them.
That's essentially what Touhou is.
