I have an idea for a server, but I need help on making it!

I want to make a role play server called Beyond!

Beyond, the world is a massive frozen inhabitable wasteland. There is a lone city where almost all humans live; That city is called Idyll. That lone city, Idyll, is surrounded by a massive red line that must never be crossed; Crossing the line is punishable by death or even torture. What are they hiding beyond the line?

The idea of the server is that players will spawn in Idyll and will have the choice to stay or leave. Once they cross the line they cannot enter the city ever again. Once on the outside they can run, hide, or fight back because Hunters are coming. The hunters are hired to kill any players that live beyond the line. Players can create their own civilizations, find friends, or make enemies in the the frozen wasteland. Players must try and find out what Idyll is hiding, before Idyll finds them.
