I am working on updating my texture pack to 1.13 and i'm running into some issues. I put the new file names for things and they stayed default (I tried this with salmons and totems on undying) I even tried the old named and checked an other 1.13 texture pack to see if the names were the same. I also updated the mcmeta file so I do not know the problem. Anyone have a fix?

Check if the folder names is correct, it should be assets/minecraft/textures/item, not items folder.

Only texture name changes(what You already did) and block states now support nearly custom path for block or item models, so now if you want default path for a model in block state it must be block/<block model name> instead of just model name.
