Can't figure out texture pack?
Hey Minecraft community! So I've been trying to make a texture pack (in 1.15) for the first time and unfortunately, I've run into a problem. I don't know why, but for some reason none of no drowned or cows are spawning on their own. Even when I turned off the texture pack and restarted the game, they wouldn't spawn.
Any ideas on what's going on?

have you tried reinstalling the game?
It's not the problem with your resource pack but with something else.
Resourcepack simply can't change mob spawn rate - it only changes textures, models, sounds and splashes

any suggestions on what I should do?
See if MobSpawn gamerule is set to true and you are on any Difficulty other than peacefull.
