Different texture depending on other blocks

Can for example birch fence look different when placed on gravel? Not biome related
This maybe not possible, but first redstone torch, then gravel and fence on top?

Given that there are blocks the texture (and model) of which varies depending on ajoining block[s], it seems like this must be possible, but I expect one would need to fiddle with the models and/or blockstate jsons (at minimum).
As to how one would accomplish this, that is still unfortunately outside my area of competence….
