Planetminecrat have it's own tool for creating mob skins, PMCSkin3D
When you're in the editor from tabs on the top-left select File>>New skin... and from there select mob model you want to edit, then you can use Publish to PMC button on the bottom right.

or you can edit it in a desktop program like paint then export the file to a new submission here on pmc

PaintDotNet and GIMP are more recommended than MS paint as these programs support transparency.
