How whould i make a texture pack where if i for example:
Mix two swords and rename them to a certain name it will change the texture.. i have seen clown pierce do it in here:

It's a feature of Optifine called CIT, which lets you use custom textures based on certain properties of an item, such as durability, count or name. There's a similar system in the vanilla game but it's much more limited and doesn't allow you to change them based on names.
Also, combining swords didn't have to do with the texture change, that was just done on the side. It's the name that changed it

Generally if it's something with the client (textures/sounds/models) it's not a plugin as those are purely server side

No, clown pierce was in a server that he didnt own (life steal smp)
