I believe the randomised pitch change is hardcoded; If you look into the main sounds.json which decides all the sound events, there is no option about change of pitch.
I'm not sure if you can add in the "pitch" key to manually override the pitch with success (it is valid as the mc wiki says it is supported), but other than that, you would need a mod that changes a bit of mc's source code
