Try GameMaker Studio its free and you can play other game people made.

Not to rain on your parade or anything... But you can't really be making a game if you can't program. and if you wanted to find someone to help you make the game, I'm fairly certain they'd want some form of reward for essentially coding the whole game, since you stated you can't. If you do want to learn to code, it's really not that hard. It's just logic. Try http://www.codecademy.com/ if you wanted to start to learn markup and programming languages.
