Pretty much the best I can do for you. This will play GTA V on medium-high settings (Just about).

It will blitz through Minecraft so no worries there. I would recommend a larger HDD if you can find the money. No OS included because there seriously isn't room in the budget. It was either OS or GPU.

A good idea might be to look on Gumtree or eBay and see if anyone is selling a GPU, I've seem some HD 7970 cards on there for £80-90 which would be a better deal than the 750 Ti in this build.

You will not be able to get a PC that will be able to play games such as GTA for your price. If you are able to pay 350 you could get a 6 core AMD CPU as it will be able to play the games you want. you would get a different in games using a I5 or I7 CPU but it is out of your price range. You could get a GTX 960 4GB and be able to play GTA medium - high
8GB RAM is good enough for you but will be expensive going for the high speed brand such as 1866mhz or 2400mhz.
This PC may be good enough for you but after buying it you could always upgrade the part's your self You will need to buy a 64bit OS disc such as windows 10
It's not hard just order it online and insert the disc

for starters unless your gona download a lot u dont need a big harddrive also anything over a 512 or even a 256gb ssd is kinda pointless if your gona have a big drive for stuff, and u dont need an I7 for games, at most an I5 in most, if not all of the newer games will do and if you really want to save yourself another chunk go with an I3 or go with an AMD FX 6XXX cpu and mix it with some sort of R7 graphics card or a 760/960 from nvidia, should be fine to run most things,

im running an i5 4690k with a 25% overclock with an nvidia gtx 960 and get a good framerate even with 4 monitors running

I don't think you could get that for 250,-
I saw one in the pc store at Oxford. A beast pc for 1000,-
The specs were:
12 GB RAM
2TB HDD / 1TB SSD
Intel Core i7

Unfortunately I forgot the name of the pc...
But I think you might want to save up some more money if you want Fallout on good graphics..
Good luck!
