Unless I'm missing something, why aren't there any gaming television networks? I think an already existing network, such as Machinima, could pull it off. Machinima already has more than a million subscriber fanbase, and great content. They could broadcast live tournaments, show gameplay videos like on YouTube, and show gaming news. With hundreds of thousands of viewers on Twitch right now, live broadcasting would be an option. Gaming could be done live, or pre-recorded.

because all people who would watch them are on their pc's or consoles... meaning all these shows are on youtube or online

Its hard to be someone like Machinima. Because game companies can actually copyright anything from you. Even if it sounds like a small bit of their music.

That's a good question. Maybe because of copyrights? Idk. There's stuff like G4tv. I never watch it, but i know they do stuff like game reviews
